- Class size is an educational issue that has challenged researchers, educators, and policy makers for many years. With the rapidly rising demand for education and the associated costs, the impetus behind the early class size studies was to reduce the mounting costs of schooling (Hollingsworth, 1992). Today, there is an increasing emphasis on the efficacy of education systems, as well as the quality of teaching and learning. What began as a search to reduce increasing costs has often become more an effort to enhance educational outcomes while keeping an eye on the costs.
